Governor Sheriff Oborevwori of Delta State has extended his heartfelt congratulations to Dr. Ngozi Okonjo-Iweala on her recent reappointment as the Director-General of the World Trade Organization (WTO) on Friday.
Dr. Okonjo-Iweala, an esteemed native of Ogwashi-Uku in Delta State, previously served as Nigeria’s Finance Minister twice and played a pivotal role in steering the country’s economy away from foreign debt during her first term under former President Olusegun Obasanjo.
In a statement released on Friday through his Chief Press Secretary, Sir Festus Ahon, Governor Oborevwori expressed gratitude to the stakeholders of the WTO for recognizing Okonjo-Iweala with a second term following her initial appointment in 2021.
The Governor highlighted Okonjo-Iweala’s outstanding career, emphasizing her expertise in economics and international development, particularly in the areas of economic reform, poverty alleviation, and global trade, which have earned her significant accolades and respect.

Delta State Governor, Rt. Hon. Sheriff Oborevwori, expressed his commitment to fostering greater development in the 2025 fiscal year during a recent visit from the leadership of the Ndokwa Neku Union, headed by President-General Brig. Gen. Mike Ndubuisi (rtd).
The Governor revealed a significant budget commitment of N50 billion specifically earmarked for road infrastructure improvements in the state’s local government areas.
He also noted an overall allocation of N200 billion for road construction within the budget passed by the State House of Assembly.
In his welcoming remarks to the Ndokwa delegation, Governor Oborevwori emphasized the importance of the Ndokwa Nation to his administration, stating, “This is your government. You are integral to our plans. Your presence here feels like a homecoming.”
He assured the delegates that the government would address viable requests, emphasizing inclusivity in decision-making. “As elected officials, we are here to serve the people, and the Ndokwa Nation will not be overlooked.”
Governor Oborevwori highlighted the ongoing infrastructure projects in the Ndokwa area, including the crucial Ndemili/Utagba-Uno road, and mentioned the phased approach to these developments.
“Currently, we have 27 active projects in the Ndokwa Nation. We will start work on many of these roads as we enter the dry season, with project awards expected soon.”
Addressing concerns regarding the Kwale-Ashaka road and others, he reiterated the commitment to equitable funding: “This year, we ensured that every local government received N1 billion, and for the 2025 budget, each local area will receive N2 billion.”
Regarding issues between the community and Sterling Oil, the Governor advocated for dialogue rather than confrontation. “I believe in communication. It is vital for community leaders to engage the company and we will also facilitate discussions to ensure adherence to the Memorandum of Understanding.”
In response to a viral video featuring Senator Ned Nwoko, who had claimed discussions on the Okpai Independent Power Project, Governor Oborevwori clarified that they had only met regarding appointments for the Senator’s constituents. “I saw the video and chose to remain silent. Our only conversation was about appointments for his people.”
Brig. Gen. Mike Ndubuisi expressed gratitude for the Governor’s efforts in addressing economic challenges faced by the population and highlighted the appointing of Ndokwa individuals in significant government roles.
He concluded by appealing for further infrastructure development and the consideration of a campus for Dennis Osadebay University in the Ndokwa region.
Hon. Prince Eric Oharisi, the former member of the Delta State House of Assembly who represented Ughelli North Constituency II, has publicly distanced himself from recent allegations concerning a budget and contract reported by various groups pertaining to the Niger Delta Development Commission (NDDC).
The organizations—Network Against Corruption and Trafficking, led by Chairman Oliver Samson, and the Anti-Corruption & Integrity Forum, chaired by Comrade Prince Kpokpogri—had published claims involving Hon. Oharisi’s name as a signatory to documents related to the NDDC.
The report, titled “NDDC Anti-People Dissecting the Samuel Ogbuku 2024 Leaked Budget,” accused the NDDC management, under Samuel Ogbuku, of inflating the budgets for executed projects and including irrelevant projects for funding, with plans to hold a press briefing on the matter.
In response to these allegations, Hon. Oharisi clarified that he has never signed any correspondence addressed to the President, the Senate President, or the Senate Committee Chairman on the Budget regarding the NDDC.
He expressed confusion over why his name was included in a discussion about which he has no knowledge.
Oharisi emphasized that he has never participated in any discussions or signed any documents concerning the operations, budget, or contracts of the NDDC, stating, “I was never involved in any planned World Press Briefing pertaining to these matters.
“Therefore, I unequivocally dissociate myself from any narratives related to budget or contract allocations under Samuel Ogbuku’s administration at the NDDC.”
Delta State Governor, Rt. Hon. Sheriff Oborevwori, has authorized a budget of N713 million for the 2024 Bursary Program aimed at students from Delta State attending higher education institutions throughout Nigeria.
In a statement released on Thursday from Asaba, Dr. Godfrey Enita, Executive Secretary of the Delta State Bursary and Scholarship Board, announced that eligible Delta State students enrolled in public and private universities, polytechnics, monotechnics, colleges of education, nursing schools, and military and paramilitary institutions can apply for the bursary.
Dr. Enita indicated that approximately 32,028 students of Delta State descent are anticipated to benefit from the 2024 Special Assistance Scheme (Bursary Award) across Nigerian tertiary institutions.
He highlighted that Governor Oborevwori’s initiative is commendable as it reflects his generosity and concern for the welfare of students and youth in Delta State.
“This effort further emphasizes his dedication to enhancing educational opportunities through financial support for students, as well as significant infrastructure improvements in schools across the state,” he stated.
The announcement concluded with hopes that recipients of the state’s financial aid programs will continue to serve as exemplary representatives of Delta State in all their endeavors.
The South-South Professional & Transparency Initiatives (SSPTI) is urging the indigenes of Okpanam, located in the Oshimili North Local Government Area, to visit the Nigeria Police Force CID at Area 10 in Abuja to submit any pertinent documentation regarding their claim to ownership of land contested with the people of Issele-Azagba in the Aniocha North Council Area of Delta State.
Expressing concern over the indigenes’ ongoing refusal to meet with police authorities, the SSPTI described this behavior as irresponsible. They emphasized that the Okpanam community has been the aggressor in the dispute, which has persisted for nearly three years. The group’s statement criticized the indigenes for failing to present documentation to substantiate their claims since the investigation was moved to Abuja, calling their inaction a display of cowardice.
It is important to note that frustrations over perceived bias from some senior officers at the Delta State Police Command led stakeholders in the case to petition the Force Headquarters, resulting in the matter being escalated to the office of the Inspector General of Police, Olukayode Egbetokun.
In light of the violence surrounding this land dispute — which includes the tragic murders of two policemen three years ago and the recent deaths of three youths — IGP Egbetokun personally assigned the investigation to Deputy Inspector General Sylvester Abiodun Alabi, instructing him to ensure justice for the victims.
Responding to the continued absence of key figures from the Okpanam community at the investigation hearings, SSPTI Chairman Dr. Ugochukwu Alozie issued a statement asserting that it is evident the Okpanam indigenes lack the necessary documentation to substantiate their ownership claims regarding the disputed land.
The statement reads: “Building upon our earlier remarks, it is clear that the indigenes of Okpanam, who have been the aggressors against the Issele-Azagba people over this land, have no documentation to support their ownership claims. Our investigations at the Police Headquarters have confirmed that none of the principal actors from the Okpanam community have appeared in Abuja to present any evidence that would aid the investigating team led by DIG Alabi.”
“We find it perplexing that a community asserting ownership over disputed land fails to provide any proof of their claims. We urge the Okpanam indigenes to show the courage to appear before the investigating panel and submit the necessary documents pertaining to their ownership claim, which will allow the team to complete its mandate as instructed by IGP Egbetokun.”
“In the event they continue to evade engagement with the investigation panel, we call upon the police to declare the main actors within and outside their community as wanted, alongside certain senior police officers who may have facilitated the violence that has taken lives, and to bring them to justice,” the statement concluded.
Delta State Governor, Rt. Hon. Sheriff Oborevwori, has encouraged the State Chairman of the Peoples Democratic Party (PDP), Chief Solomon Arenyeka, to leverage his leadership role to enhance unity within the party and the state in anticipation of the 2027 general elections.
Governor Oborevwori delivered this message during a thanksgiving service held at Avenue Baptist Church on Okumagba Avenue, Warri, to celebrate Arenyeka’s appointment as the PDP Chairman in Delta State.

Addressing the challenges that accompany leadership, Oborevwori urged Arenyeka to prioritize fairness and justice for the people. “Your humility and dedication have earned you the respect of many, making you an ideal candidate for this position. He noted the importance of Arenyeka’s role in promoting unity. “Your leadership is essential for fostering harmony within the state. The diverse group gathered here today, including members from opposition parties, is a reflection of your inclusive leadership and the hope you inspire.”
As Arenyeka assumes this significant responsibility, the Governor reminded him of the expectations of the Delta populace. “With God’s guidance, your leadership can propel us toward peace, progress, and prosperity. As we look ahead to 2027, we anticipate even greater achievements under your stewardship.”

THURSDAY, November 14, 2024, will long be remembered in the history of the Delta State House of Assembly as the State Governor, Rt. Hon. Sheriff Oborevwori, presented the state’s Appropriation Bill of N936,078,818,719 billion for the 2025 fiscal year to the lawmakers for consideration and subsequent approval.
Christened “Budget of Fiscal Consolidation”, Governor Oborevwori said the proposed budget comprised recurrent expenditure of N348,717,758,635 billion (representing 37.25 percent) and capital expenditure of N587,361,060,084 (representing 62.75 percent of the total budget).
He remarked that the 2025 budget estimate is N211 billion more than the 2024 approved sum of N725bn, indicating an increase of 29%, adding that Road Infrastructure, Education, Health, Water Resources, and Agriculture would take the lion’s share of the budget.
The governor attributed the increase in the budget size to the realignment of the exchange rate which resulted in higher Federal Accounts Allocation Committee (FAAC) allocations and associated revenues. This is in addition to a corresponding improvement in the state’s internally-generated revenues in the year.
The 2025 budget contains several initiatives planned to cushion the effects of fuel subsidy removal on our people and all the attendant economic challenges it has brought upon us.
These include deliberate provisions to strengthen our social protection, interventions and safety nets, basic rural infrastructure, agriculture, and food security, agro-value chain and MSMEs.
“The 2025 Budget focuses on continued provision of physical infrastructure, human capital development, job creation, wealth creation, and poverty reduction in our dear state.
“The state government intends to achieve these through prudent management of our resources and prioritizing expenditure on health, education, agriculture, water resources, environment, housing as well as women and youth empowerment programs.
“In 2025, we propose to spend N230 billion on Road Infrastructure; N67.42 billion on Education; Health will gulp N30.55 billion; Water Resources N11.03 billion; and Agriculture N7 billion,” he said.
Presenting the proposed budget, Governor Oborevwori said the objectives of the 2025 fiscal year remained the same as in the outgoing year, completing ongoing projects and adding new ones in all the critical areas of need: Expand the state’s revenue base by sustaining the ongoing reforms and upward trajectory of Internally Generated Revenues (IGR); Enhance transparency and accountability in public expenditure management; implement effective cost control measures and efficient cash management practices to ensure optimal liquidity position; Expand the capacity of health institutions to cater to the health needs of more Deltans.; Strengthen Micro, Small and Medium Enterprises (MSMEs) to create employment and grow GDP through the provision of capital grants.
Other objectives include provision of conducive environment for investors and development partners to operate in the state by repositioning the Delta State Investment and Development Agency (DIDA); Continuation of empowerment of the vulnerable and less-privileged through social investment programmes; Continuation of monitoring and evaluation of government projects and programmes to ensure value for every naira spent; Domestication of electricity sector reforms as contained in the Federal Government Electricity Act of 2023; and enhancing food production and food security through the establishment of Special Agri-Processing Zone (SAPZ).
He said a total of N348,717,758,635, is being proposed to meet the government’s financial obligations on salaries, wages and the day-to-day running of Ministries, Departments and Agencies (MDAs) of the government in the 2025 fiscal year.
Under the recurrent expenditure, Personnel cost was allocated N170,000,000,000 and Overhead cost N117,280,056,705, while under Consolidated Revenue Charges, Social Contribution will gulp N9,806,041,013; Social Benefit N5,940,157,448; Loan Repayment N35,691,503,469 and Grants and Contribution N10,000,000,000.
Under Capital Expenditure, the sum of N587,361,060,084.00 is proposed to be utilized in funding infrastructural development, acquisition of asset and investments in human capital.
The summary of sectoral allocations of the capital expenditure is as follows: Administrative Sector N27,029,332.359; Economic Sector N327,267,059,771; Law and Justice Sector N6,420,000,000; Regional Sector N74,000,000,000; Social Sector N111,760,000,000 and Contingency N40,884,667,954.
In an interview with journalists after the presentation, Governor Oborevwori said his administration would continue to intervene on federal roads where there are no contractual encumbrances as all roads in the state are used by residents and travellers alike.
He said: “The roads that we are constructing today in the Warri area by Julius Berger are not state roads but federal roads, but I will tell you that whether it is a state or federal road, Deltans are the users; so, all roads here are our roads, hence any one we have resources to committed to, we will do it.”
Governor Oborevwori also said he would not borrow any money but would continue to consolidate on his achievements in the coming this year. The Governor had earlier informed the lawmakers that due to his administration’s resourcefulness in managing the state’s finances, “we have substantially reduced our debt stock from N465.3 billion at the inception of this administration to N303.4 billion as at 30th June 2024; a reduction of N160.9 billion, representing approximately 34.6% of our debt stock.
This feat was largely possible because of fiscal discipline and the enthronement of more efficient cost control measures. We have cost control measures across board, resulting in substantial cash savings, which we are judiciously deploying to fund the various infrastructural projects across the state.”
Governor Oborevwori stressed that his administration remains prudent and works within its earnings, adding; “I made a promise that we will not borrow this year and, by the special grace of God, when I will be celebrating my second year in office, I am very sure that we will still not borrow, and, as you can see we are putting more money in infrastructure.”
Delta State’s Commissioner for Youth Development, Barr ThankGod Trakiriowei, recently conducted an inspection of several nearly completed government projects at the Delta State NYSC Permanent Orientation Camp in Issele-Uku, Aniocha North LGA.
Accompanied by key officials, including Dr. Ngozi Mogbolu, the Permanent Secretary of the Ministry, Mrs. Ufuoma Obiemenan, the Director of Research, Planning & Statistics, and Mr. Olesegun Alao, the Director of Delta State NYSC, the Commissioner emphasized the importance of this inspection to gain firsthand insights into the current condition of the camp’s facilities.
Barr Trakiriowei expressed his appreciation to the youth-friendly Governor, Rt Hon Sheriff Oborevwori, for the various projects being implemented at the camp, which he believes will greatly enhance the comfort of Corps Members assigned to the state.
Among the inspected facilities were a 700-capacity hostel, the NYSC South South Warehouse, and a perimeter fencing for the camp. He assured that future inspections would be conducted regularly to ensure the high-quality execution of ongoing projects.

The assembly personnel expressed their excitement by singing and dancing to celebrate his visit.
During his presentation of the appropriation bill, titled “Budget of Fiscal Consolidation,” Governor Oborevwori emphasized the budget’s focus on human capital development and infrastructure initiatives.
The budget allocates the largest portion, N230 billion, to road infrastructure. Other significant allocations include N67.42 billion for education, N30.55 billion for health, N11.03 billion for water resources, and N7 billion for agriculture.
