Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday, courageously proceeded with the groundbreaking ceremony for the ₦21.3 billion Ugbolu–Okpanam Road project in Oshimili North Local Government Area, despite heavy rain.

He hailed the occasion as a significant step in his administration’s robust infrastructure renewal efforts under the MORE Agenda.

During the ceremony held in Ugbolu, Governor Oborevwori highlighted that the 12-kilometre road project exemplifies his administration’s dedication to creating durable and sustainable infrastructure that fosters economic growth and enhances the quality of life for the people of Delta.

He stated, “The groundbreaking today signifies a critical achievement in advancing this administration’s MORE Agenda. Our infrastructure strategy, as defined within this agenda, focuses on the judicious allocation of resources to ensure the delivery of reliable, high-quality, and long-lasting road networks throughout Delta State.”

The Governor pointed out that the Ugbolu–Okpanam Road project aligns with Goals 9 and 11 of the United Nations Sustainable Development Goals (SDGs), which emphasize resilient infrastructure, inclusive industrialization, and sustainable urban development.

He emphasized that efficient road networks are essential for development, facilitating trade, improving access to markets, and opening up investment opportunities while generating employment and alleviating poverty.

Oborevwori explained that the new road will improve connectivity between the Ugbolu and Okpanam communities, link Ibusa to Akwukwu-Igbo via the newly completed Ibusa–Okpanam Road, and alleviate traffic congestion in Asaba.

Additionally, he noted that the project would enhance agricultural productivity, reduce crime along the route, and bolster socio-economic activities within Oshimili North.

According to the Governor, the project, valued at ₦21,311,311,898.20, has already received a 40% advance payment of ₦8,524,524,759.28.

He reported that the contractor has been mobilized, stating that the road will feature an 8.0-metre-wide asphalt surface, 1.5-metre hard shoulders on each side, and over 27,000 metres of reinforced concrete drains with stormwater channels.

Oborevwori affirmed that his administration would not entertain contract adjustments or cost increases, assuring that certified payments would be processed and issued within five working days.

“Currently, my administration has no outstanding debts to any contractors, whether for inherited or newly awarded projects. We have maintained our commitment to timely payments, certifying and processing payments within five days to foster the swift completion of projects,” he declared.

He urged the contractor, Levant Construction Company, to uphold its reputation for excellence and adhere to the project timeline.

“Given their proven success, I am confident they will deliver as promised. By the grace of God, we will gather again to inaugurate this vital road for the glory of God and the welfare of our people,” the Governor concluded.

The Chairman of Oshimili North Local Government, Hon. Innocent Esewezie, expressed profound gratitude to Governor Oborevwori for his unwavering dedication to infrastructure development.

He noted that the ceremony had been postponed from its original date of October 7 due to weather conditions and commended the Governor for fulfilling his promise to attend the groundbreaking.

Esewezie remarked that the Ugbolu–Okpanam Road symbolizes more than mere construction, referring to it as “a testament to the transformative goals of the MORE Agenda.”

He added that the local government is fully aligned with the Governor’s policies through localized development initiatives in areas such as road construction, market development, youth empowerment, and education.

“Our faith in your administration remains unshakeable. The citizens of Oshimili North take pride in being part of the benefits arising from your developmental initiatives,” he noted.

In his remarks, the Ugoani of Okpanam Kingdom, HRM Dr. Michael Mbanefo, praised the Governor for his progressive leadership and commitment to community advancement.

He characterized the project as “a symbol of unity, connectivity, and growth” and affirmed the kingdom’s ongoing support for the Oborevwori administration.

Engr. Elie Tannous, Managing Director of Levant Construction Company, expressed gratitude to the Governor for entrusting the project to his firm, assuring that it would be completed on schedule and to the highest quality standards.

The groundbreaking ceremony was attended by various dignitaries, including the State Deputy Governor, Sir Monday Onyeme, Deputy National Chairman (South) of APC, Chief Emma Eneukwu, State Chairman of the APC, Elder Omeni Sobotie, as well as other top government officials, traditional leaders, community representatives, and attendees from the contracting firm, marking another significant advancement in Delta State’s infrastructure development efforts.

Security Trust Fund Will be Prioritised to Enhance Security in Delta – Oborevwori

Governor Sheriff Oborevwori on Wednesday, officially launched the Delta State Security Trust Fund, reaffirming his administration’s dedication to enhancing safety of lives and property in the state through a public-private partnership in security management.

The ceremony took place at the Banquet Hall in Government House, Asaba, and was attended by industry leaders, security officials, community representatives, and senior government officials, including Mr. Aigboje Aig-Imoukhuede, Group Chairman of Access Holdings Plc, who presided over the event; Mr. Jim Ovia, the Founder and Chairman of Zenith Bank, who attended as the Special Guest of Honour; and High Chief Government Ekpemupolo, Chairman of Tantita Security Services Limited, who made a significant contribution of N10 billion.

During his address, Governor Oborevwori explained that the Security Trust Fund, legally established in 2013, aims to serve as a cooperative platform for garnering resources from the private sector to supplement the government’s investment in security.

He stated that the fund will prioritize the acquisition of advanced surveillance technology, operational vehicles, and communication equipment, as well as support for training security personnel and community vigilante groups throughout the 25 local government areas in the state.

“Security cannot be viewed as solely the responsibility of the government; it requires the involvement of all citizens. Without proper security measures, development cannot flourish, businesses cannot operate effectively, and investors may hesitate to invest.

“This Trust Fund embodies our collective commitment to peace, public safety, and long-term growth,” he said.

Governor Oborevwori noted that his administration has rebranded Operation Delta Hawk to Operation Delta Sweep, which operates as a joint task force involving the Army, Navy, Air Force, Police, DSS, and Civil Defence Corps.

He emphasized that the collaboration among these agencies has led to significant achievements, including the recovery of a large amount of arms and ammunition from criminal elements.

He outlined the government’s extensive strategy to address the underlying causes of insecurity, which include poverty, unemployment, and youth unrest, through empowerment initiatives, agricultural programs, and significant infrastructure improvements that have generated thousands of jobs.

“Lasting peace and security are bolstered when all citizens, particularly women and youth, have opportunities to engage in economic growth,” he remarked.

The Governor announced that 0.5 percent of the state’s Internally Generated Revenue (IGR) is dedicated monthly to the Security Trust Fund and called for ongoing support from both the private sector and individuals.

“Your contributions today are more than mere donations; they are investments in peace, stability, and economic well-being,” he assured, promising that all funds will be managed with transparency.

Mr. Aigboje Aig-Imoukhuede, the event’s chairman, described the launch as a pivotal moment in the state’s history and praised Governor Oborevwori’s leadership for transforming Delta into one of Nigeria’s most peaceful and progressive regions. “Our Governor is a catalyst for progress,” he stated. “While some may simply talk, he ensures that actions are taken,” he added.

Aig-Imoukhuede pledged a personal donation of ₦100 million to the Fund on behalf of himself and his wife, Ofure, expressing confidence that the initiative could mobilize up to ₦100 billion by 2025.

“This launch marks the beginning of a continuous effort. Together, we will further reinforce the foundations for Delta’s safety and development,” he emphasized.

In a goodwill message, Mr. Jim Ovia commended the governor’s visionary approach, characterizing the Security Trust Fund as a courageous and forward-looking initiative.

He reaffirmed Zenith Bank’s commitment to collaborating with the state and promised continued support for its development initiatives, stating, “Security is fundamental to peace, prosperity, and business growth. This Fund unites stakeholders to create a safer and more stable environment for both citizens and investors.”

Chief Keston Pondi, speaking on behalf of High Chief Government Ekpemupolo, known as Tompolo, commended the governor for establishing a framework that facilitates coordinated private-sector involvement in addressing security challenges.

“What we inaugurate today transcends a mere financial contribution; it represents a strategic investment in peace, progress, and the safeguarding of lives and property,” he declared, ensuring Tantita’s unwavering support for the initiative with a generous donation of N10 billion.

In his keynote address, retired Deputy Inspector-General of Police Marvel Akpoyibo stressed the vital link between development and security, asserting that both must work in tandem.

He praised the advancements in the state’s road networks, highlighting their contribution to safety and connectivity. Akpoyibo called for greater investment in technology, training, and collaboration among security agencies, emphasizing that true security is only attainable through shared responsibility.

Earlier, Mr. Samuel Osasa, Executive Secretary of the Delta State Security Trust Fund, noted that the launch aims to rejuvenate the fund to address evolving security needs.

He shared that over the years, the Trust Fund has provided vehicles, equipment, and support to security forces, including the recent installation of modern facilities for the State Police Command to enhance the implementation of the Delta State Criminal Justice Law 2022.

He urged corporate bodies, private organizations, and individuals to partner with the State Security Trust Fund through generous contributions, assuring that all donations would be responsibly utilized in compliance with the law.

The event concluded with goodwill messages, financial pledges from both public and private sectors, and renewed calls for collaboration to ensure lasting peace and security throughout Delta State.

Delta State Governor, Rt. Hon. Sheriff Oborevwori on Tuesday initiated the groundbreaking ceremony for the reconstruction of the Warri–Sapele–Benin Dual Carriageway, which spans Uvwie and Okpe Local Government Areas.

The governor emphasized that this project symbolizes the renewed partnership between the Federal and State Governments aimed at benefiting all Nigerians.

During the ceremony, Governor Oborevwori indicated that this initiative represents a significant advancement in the infrastructure development agenda of the Renewed Hope Agenda, in cooperation with the Delta State Government.

He highlighted the importance of the Warri–Sapele–Benin Road as a vital national infrastructure, connecting key urban centers in the South-South region and providing essential access to Edo State and beyond.

“This phase we are launching includes a dual carriageway with reinforced concrete paving, extended shoulders, and substantial stormwater drainage systems, all designed to ensure long-lasting durability and enhance the safety of those who use the road,” he stated.

The governor pointed out that this project illustrates the benefits of collaboration between federal and state entities, noting that progress is accelerated when governments unite for the welfare of their constituents.

“While this is a federal road, it primarily serves the people of Delta and Nigerians, and prioritizing their safety and comfort is our main concern,” he remarked.

Governor Oborevwori also announced that the Delta State Government has disbursed ₦10 billion in compensation to facilitate the ongoing construction of access roads to the Second Niger Bridge, which aims to alleviate traffic congestion and improve connectivity between Asaba, Onitsha, and neighboring areas.

He expressed his concerns over the prolonged challenges faced by travelers on the Warri–Sapele–Benin route due to its deteriorated condition, adding that the reconstruction is expected to boost mobility, decrease travel times, and stimulate economic growth.

“Moreover, beyond economic advantages, this project will enhance security. Undeveloped roads are often exploited by criminals. Once this highway is completed, it will improve movement safety and facilitate quicker responses from security services,” he explained.

The governor reiterated his commitment to transforming Delta into one of Nigeria’s safest states through targeted investments in infrastructure and security measures.

He pledged to address the requests from the people of Uvwie Kingdom regarding the Mother and Child Hospital and a new 500KVA transformer.

“At over sixty years old, I am here not for personal gain, but to establish enduring legacies for future generations. By the time my term concludes, I want the people of Delta to proudly recall, ‘Oborevwori accomplished this, Oborevwori made that happen,’” he declared before officially launching the project from Effurun Roundabout, extending past the spare parts market to a point beyond Ohore, before the Ometan Bridge.

Comrade Reuben Izeze, the Commissioner for Works (Highways and Urban Roads), praised Governor Oborevwori as a visionary leader committed to enhancing Delta’s infrastructure landscape.

“This 10-kilometer project will extend for five kilometers on each side, featuring an 8.8-meter-wide carriageway on both lanes, significantly exceeding the standard width of 7.3 meters,” Izeze noted appreciatively.

He mentioned that the project is slated for completion within twelve months, anticipating a milestone achievement in enhancing trade, transportation, and overall community life.

Engr. Thomas Feng, General Manager of the China Civil Engineering Construction Corporation (CCECC), expressed gratitude to Governor Oborevwori for entrusting the firm with this project, vowing to deliver high-quality results promptly.

“Today’s event signifies the beginning of a new chapter in infrastructure that promises safer travel, improved connectivity, and sustainable economic development for the people of Delta State,” Feng remarked.

Earlier, Chief Anthony Ofoni, the Chairman of Uvwie Local Government Council, acknowledged the governor for his citizen-focused leadership and announced that the Airport Road in Effurun will be renamed “Rt Hon Sheriff Oborevwori Way” as a tribute to his vision and lasting legacy.

HRM Emmanuel Sideso, Abe I, the Ovie of Uvwie Kingdom and Chairman of the Urhobo Council of Traditional Rulers, commended the governor’s administration for prioritizing essential infrastructure projects in Uvwie and across the state.

He pointed out that significant initiatives such as the development of three flyovers and road expansions in Effurun and Warri have revitalized the urban landscape and fostered increased economic activity.

Delta State Governor, Rt. Hon. Sheriff Oborevwori, announced the termination of arbitrary increases to contract sums as part of his administration’s commitment to promoting accountability, ensuring value for public funds, and safeguarding the state’s resources.

The governor made this announcement during a thanksgiving service celebrating the start of the 2025/2026 Legal Year for the Delta State Judiciary, which took place at Emmanuel the Saviour Catholic Church in Asaba on Monday.

He stated, “We have put an end to the inconsistent practice of raising contract sums and making modifications after contracts have been finalized.”

“Currently, every state contract includes a provision that prohibits these kinds of changes, and no contractor is compensated without a properly executed agreement. This reform is a significant advancement towards transparency and responsible fiscal management, in accordance with the Delta State Public Procurement Law of 2020.”

Governor Oborevwori emphasized that this action is part of his broader MORE Agenda—Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security—which aims to reinforce good governance and maintain financial discipline.

He noted that cooperation with the legislature has resulted in significant legislation in various areas, including electricity and healthcare, as part of initiatives to enhance the rule of law and governance transparency.

“Our initiatives in justice infrastructure, procurement, and legislative processes reflect our conviction that democracy flourishes best when there is collaboration between the executive, legislature, and judiciary,” the governor remarked.

During the event, Oborevwori, referencing Isaiah 32:15-18, reiterated his administration’s commitment to safeguarding judicial independence, improving judicial facilities, and making the justice system more accessible and effective.

Regarding public service reforms, the governor highlighted a 158 percent hike in the state’s minimum wage approved in October 2024, exceeding the Federal Government’s increase of 133 percent, aimed at motivating the workforce and enhancing institutional performance.

He also reported that over ₦70 billion has been allocated to settle outstanding pension arrears, including a recent ₦10 billion allocation to the State Pensions Board, with an ongoing monthly release of ₦2 billion to ensure timely payments.

In terms of social initiatives, Oborevwori introduced a Widows’ Welfare Scheme that offers free healthcare and monthly financial support to 10,000 widows, showcasing the compassionate aspects of his MORE Agenda.

He further highlighted various youth empowerment initiatives, including the MORE Grant Scheme, MORE WISE-Up, MORE ICT, and MORE Biz-Up, which support thousands of small businesses and artisans in becoming self-sufficient.

Looking ahead, Governor Oborevwori promised continued investment in judicial infrastructure and technology, such as automated recording systems, electronic filing and payment, and virtual hearing solutions in courts statewide.

He urged all government branches to work cohesively in the pursuit of justice and equity, stating that peace and progress can only thrive where the rule of law is upheld.

Oborevwori Orders Crackdown On Criminal Networks, As DSS Intercepts Heavy Arms Cache In Delta

…Directs Security Agencies to Arrest Killer of Warri Youth Leader

Governor Sheriff Oborevwori of Delta State has ordered a comprehensive crackdown on criminal networks, following the interception of a cache of sophisticated weapons by the Department of State Security Services (DSS) in Asaba.

The governor, who gave the directive on Monday during a visit to the Delta State Command of the DSS, commended the agency for what he described as a major breakthrough in the state’s sustained fight against insecurity.

“I am very delighted to be here today. I had to leave another important engagement to be here because the breakthrough recorded by our security agencies is highly commendable and significant to the peace and safety of our state,” Oborevwori said.

He praised the DSS and other security agencies for their “strategic intelligence, coordination, and determination,” which led to the recovery of the arms, adding that the success reflected Delta State’s strong commitment to peace and public safety.

The governor warned that his administration would not tolerate any form of insecurity or lawlessness, particularly in Warri and its environs.

“Those who are planning to cause crisis should have a rethink: we want peace, not trouble. We are working tirelessly to open up Warri for investors and economic growth, but where there is violence, investors will stay away,” he cautioned.

Oborevwori also warned that anyone involved in killings, violence, or arms smuggling would be tracked down and prosecuted. He stressed that Delta remained a peaceful and investor-friendly state and vowed to resist any attempt to destabilize it.

“Bringing in heavy arms and ammunition of this nature is unacceptable and a direct threat to our collective peace. We will not allow it under any circumstance,” he stressed, urging residents to cooperate with security agencies to keep the state safe.

On the killing of Jerry Aduara, an indigene of Okere-Urhobo Kingdom, who was a two-time chairman of the Odion Urhobo Youth Council and member of the Warri South Local Government Peace Committee, the governor said; “I have directed security agencies to arrest the person who shot and killed somebody in Warri.

“They should look for that person and bring him to book, including those backing him. Nobody involved will go scot-free because this is Delta State, and we want peace,” Oborevwori held.

He reaffirmed his administration’s commitment to sustaining peace and ensuring that no individual or group “takes law into their own hands”, emphasizing Delta’s focus on unity, development, and security.

Earlier, the Deputy Director of Operations of the DSS, Delta State Command, Mr. Anthony Ifemeje, briefed the governor on the intelligence-led operation that led to the arrests.

According to him, the operation, which took place on October 12, 2025, within the Asaba metropolis, resulted in the capture of a notorious arms dealer, identified as Stephen Sabo Atoshi, and his accomplice, a 40-year-old secondary school teacher from Taraba State.

Ifemeje revealed that the suspects were part of a network trafficking small arms and light weapons from Sebha in southern Libya through Chad into Nigeria via an illegal border in Gidam, Yobe State.

“During interrogation, the prime suspect confessed to garnering eight years in the illegal trade and to having supplied over 55 weapons, including General Purpose Machine Guns (GPMGs) and AK-47 rifles, across the country,” Ifemeje disclosed.

Items recovered included seven GPMGs, several AK-47 rifles, five hand grenades, and other military-grade weapons, some concealed in bags of beans transported from the North to the Oko Food Market along the Asaba–Onitsha Expressway.

The DSS also uncovered 497 cartons of fake drugs intended for distribution within the state.

Ifemeje assured the government of the command’s continuous vigilance and determination to cut off arms supply routes and dismantle criminal networks operating in Delta.

Keyamo commended President Tinubu’s decisive reforms and visionary governance, specifically praising the removal of the fuel subsidy as a pivotal policy that has redirected billions into essential national infrastructure.

“Just two days ago, Mr. President approved $1 billion for the revitalization of Warri port, among other vital projects, including the Lagos-Calabar coastal road and the redevelopment of Lagos Airport. These are tangible results stemming from the financial savings achieved through subsidy removal. The President has proven himself to be a prudent steward and an insightful leader,” Keyamo stated.

He further lauded Governor Sheriff Oborevwori for his forward-thinking leadership and the remarkable infrastructural enhancements underway in Delta State. Following this, he put forth a motion calling for the Delta APC to express a vote of confidence in both leaders and to adopt them as the party’s official candidates for the 2027 elections.

The motion received unanimous support, with Rt. Hon. Victor Ochei praising the inclusive governance models employed by both Tinubu and Oborevwori, emphasizing their significant developmental impact in Nigeria and Delta State respectively. He remarked, “The people of Delta State and the South-South region stand firmly behind President Tinubu and Governor Sheriff Oborevwori for their vision for a revitalized Nigeria and Delta State.”

Responding to the endorsement, Governor Sheriff Oborevwori expressed heartfelt thanks to the stakeholders for their faith in him and in President Tinubu, promising to remain committed to realizing his development agenda for Delta State.

“I appreciate the confidence shown in us as the sole candidates for the 2027 elections. The APC is becoming increasingly robust, as more governors are expected to join our ranks by the end of November,” he declared.

He extolled President Tinubu’s leadership style, characterizing him as “a man who rewards loyalty, dedication, and tangible results.”

“Our votes will serve as our report card in 2027. Those who genuinely support the President must express that through the ballot. In the last election, I secured victories in 21 out of 25 local governments due to our hard work and loyalty. True commitment is what matters,” Oborevwori affirmed.

The Governor cautioned against disloyal behavior within the party, highlighting that some members who did not support the APC in previous elections had unfairly benefited. “We are aware of those who did not contribute to the APC’s success but are currently in power. When the time is right, we will reveal their disloyalty. This time, loyalty will be justly rewarded, while hypocrisy will be shown no favor,” he declared.

He emphasized the need for unity and collective decision-making, urging leaders to prioritize the party’s interests over personal ambitions. The Governor also spotlighted ongoing infrastructural projects across Delta State, including the ₦59 billion Uromi Junction flyover and the ₦39 billion Ughelli flyover, along with the impending groundbreaking of the Warri/Sapele Road rehabilitation project.

“This state is unique in that our contractors are not owed; we provide 40% mobilization upfront. Our successful management of resources reflects the efficacy of the President’s reforms,” Oborevwori noted.

Former Governor of Delta State, Senator Ifeanyi Okowa, expressed his contentment with the gathering, calling the mass defection on April 28, 2025, a pivotal moment in the state’s political landscape. “Joining the APC was undoubtedly the right choice. The party is now stronger, more unified, and poised for success in 2027,” Okowa stated.

He commended President Tinubu’s economic policies as “bold and essential,” urging leaders to help their constituents understand the long-term benefits of the ongoing reforms. Okowa also congratulated Governor Oborevwori for successfully uniting the party, crediting his humility and inclusive leadership for strengthening APC’s presence across all senatorial districts.

During his welcome address, APC State Chairman Elder Omeni Sobotie declared that Governor Oborevwori’s performance has rendered the party “formidable and unstoppable,” noting that anyone attempting to challenge the Governor would encounter significant resistance.

Chief Paulinus Akpeki, Chairman of APC Delta Central, affirmed that April 28 marked a significant turning point where “vision coincided with action,” pledging unwavering unity and focus on future victories.

From Delta North, Chief Adizue Eluaka, and from Delta South, Austin Oribioye both echoed sentiments of newfound unity within the APC, stating their commitment to winning all upcoming elections.

Representatives from the National Assembly, Senators Ede Dafinone, Ned Nwoko, Joel-Onowakpo Thomas, and Hon. Nicholas Mutu collectively asserted that “there is no vacancy until 2031,” pledging to work diligently for the benefit of their constituents and the party.

Prominent leaders, including Olorogun O’tega Emerhor (Delta Central), Senator Peter Nwaoboshi (Delta North), and Senator James Manager (Delta South), collectively affirmed their support for Governor Oborevwori, declaring that there would be “no opposition” against him in 2027 and vowing strong electoral backing for both him and the President.

Hon. Dagidi Andaye, representing ALGON and Bomadi Council Chairman, assured that all council chairmen are fully dedicated to achieving victory for the party in 2027.

Former National Women Leader Hon. Stella Okotete called for an increase in women’s representation in the party, emphasizing that women make up over 51 percent of the voting electorate.

Rt. Hon. Emomotimi Guwor, Speaker of the Delta State House of Assembly, assured full support from all Assembly members for both the Governor and the President, promising continued delivery of democratic benefits.

The traditional ruler of Ewu Kingdom, HRM Ovie Clement Oghenerukevwe Ikolo, Urhukpe I, has postponed the conferment of chieftaincy titles that was earlier scheduled to hold today, 11th October 2025, in Ewu town, Ughelli South Local Government Area of Delta State.

In a press release signed by the Secretary of the Ewu Council of Chiefs, Chief Henry Abizor, it was stated that the decision was made as a result of the near-miss Air Peace aircraft incident in which the revered monarch of Ewu-Urhobo Kingdom was a passenger.

According to the statement, “The distressing experience, which could have ended in tragedy, has left the nation and our community in deep reflection and gratitude to God Almighty for His divine mercy and protection.”

“The Palace and the entire people of Ewu-Urhobo Kingdom give profound thanks to Almighty God for sparing the precious life of our King, His Royal Majesty, Ovie Clement Ikolo, Urhukpe I, and all other passengers aboard the aircraft.”

“The hand of divine preservation was evident, and we return all glory to God for turning what could have been a national tragedy into a testimony of grace and deliverance.”

“In light of this incident and the emotional weight it carries, the Palace, after due consultation with the Ewu-Urhobo Traditional Council, has deemed it respectful and prudent to reschedule the Chieftaincy Title Conferment Ceremony to November 2025.”
