Former Deputy Governor of Delta State, His Excellency Dcn. Barr. Kingsley Burutu Otuaro, has extended warm birthday wishes to Dr. Ifeanyi Arthur Okowa, the immediate past Governor of the state, praising his remarkable leadership and lifelong dedication to public service.
