The award was presented during the 13th Annual Vanguard Personality of the Year Awards ceremony held in Lagos, celebrating public officials who have excelled in public service, infrastructural development, economic transformation, and leadership that prioritizes the needs of the people.

Delta State Governor Rt. Hon. Sheriff Oborevwori, on Thursday signed seven bills into law, including the pivotal Delta State Electricity Power Sector Bill, 2024, which he hailed as a transformative step for the state’s rapid industrialization efforts.

The other approved legislation includes the Delta State Physical and Regional Planning Bill, 2024; the Delta State Film and Video Censor’s Board Bill, 2024; the Amendment Law for Registration and Regulation of Private Veterinary Clinics, 2024; the Child Rights Amendment Bill, 2024; the Delta State Pet Control and Responsible Ownership Bill, 2024; and the Delta State College of Health Technology, Ovrode Bill, 2024.

While signing the bills, Governor Oborevwori praised the leadership of the State House of Assembly for their careful consideration of these crucial pieces of legislation, which are designed to tackle pressing issues and enhance the quality of life for residents.

He stated, “Today we are witnessing the enactment of seven bills aimed at advancing Delta State through our MORE Agenda.”

Highlighting the significance of the Delta State Electricity Power Sector Law, he said, “It gives me immense pleasure to sign this law. We have established a legal framework that will open up numerous investment opportunities in power generation, transmission, and distribution.”

The governor urged potential investors to seize the opportunities in the energy sector, emphasizing that a strong power supply is essential for any business investment. “With our population and the newly established legal framework, Delta State is ready for investments,” he asserted.

The governor remarked on the importance of the Child Rights Amendment Law, 2024, which enhances protections for children by prohibiting their employment for domestic work outside their family environments.

“It also creates an Adoption Service Department within the Ministry of Women Affairs, Community and Social Development to assist prospective adoptive parents. Our children are our future, and they deserve protection.”

He stated further that these new laws will safeguard vulnerable populations, improve the quality of life, foster sustainable development, enhance environmental protection, attract investors, and boost the state’s internally generated revenue.

Governor Oborevwori called on all stakeholders to collaborate effectively for the successful implementation of these laws, saying, “Our work is far from finished.”

Earlier, the Speaker of the State House of Assembly, Rt. Hon. Emomotimi Guwor, congratulated the governor on the extensive construction projects underway across the state, affirming that Deltans felt they were receiving value for public funds.

He also noted that public input was considered during the House’s hearings on the new bills, leading to their passage.

OERAF Executive Director, Akpodiete Provides Soft Grants to Women of Iwhreko Community

Dr. Olotu Otemu Akpodiete, the Executive Director of Olotu and Rowland Ekuogbe Akpodiete Foundation (OERAF), distributed soft grants to thirty women from Otor-Ihwreko Community in Ughelli, Ughelli North Local Government Area of Delta State.

The event took place on April 9, 2025, in honor of the 30th anniversary of the passing of his grandfather, the late Chief Ekuogbe Rowland Akpodiete, who served as the Otota R’ovie of Ughelli Kingdom before his death on April 9, 1995.

In his opening remarks, Dr. Akpodiete acknowledged his grandfather as an exemplary community leader and a dedicated philanthropist throughout his life.

He expressed his commitment to continuing his grandfather’s legacy of generosity, stating his intention to use the foundation to improve the lives of others:

“I am determined to embrace the principles my late grandfather stood for and to better the lives of humanity through my efforts.”

Chief Dr. Linda Ikpuri, a member of the Warri South Properties and Investment Board and the guest speaker for the occasion, urged the recipient women to utilize the grants wisely.

She emphasized the importance of seizing such opportunities, warning that neglecting to use the funds appropriately may prevent future support.

During her speech about the life of the late Chief Ekuogbe Rowland Akpodiete, Barrister (Mrs.) Agboka Akpodiete-Omale highlighted his integrity and commitment to philanthropy.

She praised him as a straightforward lawyer and dedicated community leader known for his generosity.

Barr. Agboka further remarked on the positive impact of their late father’s exemplary life, noting that his values are reflected in the lives of his children and grandchildren.

After the grants were presented, Mrs. Elizabeth Oboroh spoke on behalf of the beneficiaries, expressing heartfelt gratitude to Dr. Akpodiete for his kindness and generosity.

She prayed for blessings upon him and assured that the women would make prudent use of the grants to grow their respective businesses.

…Inaugurates Oseji as New Head of Service

Governor Sheriff Oborevwori on Thursday, reaffirmed his administration’s dedication to maintaining a safe and secure environment for all residents of Delta State.

He reported that law enforcement agencies in the state are making significant strides in combating kidnapping and other violent crimes, utilizing proactive measures and tactical operations.

Governor Oborevwori made these remarks during the swearing-in ceremony for the new State Head of Service, Dr. Mrs. Minnie Oseji, and the appointment of Pastor Austin Igbine as Chairman of the Delta Printing and Publishing Company, the publisher of The Pointer newspaper, held at Government House in Asaba.

While recognizing the substantial challenges faced, he noted they can be overcome, emphasizing the proactive efforts of security agencies to ensure the safety of citizens.

“As the Chief Security Officer of the State, I am aware of the numerous successes achieved by our security agencies in their ongoing battle against kidnapping and various violent offenses through strategic operations,” he stated.

He continued, “It would not be wise to disclose the specific strategies employed by these agencies to minimize these crimes.

“However, I assure you that they are persistent in their efforts, and our government is continuously enhancing our collaboration by equipping them with essential resources.”

Governor Oborevwori urged the public to contribute to improved peace and security in the state, pointing out that safety is a collective responsibility.

“It is vital that we support our security personnel by immediately reporting any suspicious behavior or individuals to the appropriate authorities,” he added.

“Law enforcement cannot act effectively without the community’s cooperation. If you notice something unusual, please don’t hesitate to report it. Together, we can realize our vision of a safer Delta.”

In his address, he congratulated Dr. Oseji and praised former Head of Service, Mr. Reginald Bayoko, for his invaluable service to the state.

He described Dr. Oseji as an exemplary civil servant, highlighting her politeness, dedication, intellect, and thoroughness.

He expressed confidence that her extensive experience and commitment to excellence would greatly benefit her new position.

“The qualities exhibited by Dr. Oseji are truly commendable,” the governor remarked. “I extend my heartfelt congratulations on this well-deserved appointment.”

He urged the new Head of Service to lead efforts to address ongoing issues of absenteeism, tardiness, unethical behavior, and maintenance deficiencies among civil servants.

Governor Oborevwori stated, “This administration aims to establish a legacy of an efficient, disciplined, and performance-oriented civil service. Although we have made considerable progress, challenges persist.”

He emphasized the importance of civil servants staying informed about government policy and providing honest and practical guidance necessary for the effective implementation of government initiatives.

“Our civil service is filled with qualified and capable individuals, yet attitude and orientation issues continue to pose challenges.

“Public interest should always take precedence over personal interest, and fostering collaboration and teamwork is essential to overcoming the ‘us versus them’ mentality. Remember, teamwork is essential for success.”

While congratulating Pastor Austin Igbine on his new role, the governor expressed his hope that under Igbine’s leadership, The Pointer would achieve greater editorial quality, production excellence, increased advertising and marketing, expanded circulation, and enhanced digital capabilities.

In response, Mrs. Oseji expressed her gratitude to the governor for entrusting her with the significant responsibility of upholding integrity, professionalism, and excellence within the state’s civil service.

She committed to reorienting the civil service on financial regulations and aligning with the Governor’s MORE Agenda, assuring that all employees would be included in the vision.

The Chairman of the Peoples Democratic Party in Delta State, Chief Solomon Arenyeka JP, has stated that the Governor Sheriff Oborevwori-led administration’s focus is on project delivery.

Arenyeka made this known when the leadership of the National Association of Nigerian Students/Joint Campus Committee, Delta State (NANS/JCC), and the National Association of Delta State Students (NADESSTU) paid a courtesy visit to the State PDP Chairman and members of the State Working Committee of the party in Asaba, Delta State.

In his speech during the visit, Arenyeka stated that Governor Oborevwori is more focused on delivering ongoing projects for the benefit of Deltans.

He noted that when the time for campaigns comes, we will have many projects to count as our achievements and not just talk.

According to him, “When you arrive, you will see that there is a breath of fresh air within the secretariat premises; the party is alive and very strong in the state.

“I advise all of you to be committed to your studies and comradeship, as most of us passed through the same process you are going through now.

“The institution is a training ground for administrators and politicians. Our doors are open anytime, any day. But I assure you that the PDP is moving forward as far as the state is concerned.

“Politics is like a church; some people come for salvation, some for miracles, some for deliverance, and others for various reasons. If you can’t find what you seek in one denomination, maybe you should try another.

“But we know that those who wander from one place to another will eventually return to us because the umbrella is big and strong enough to accommodate them.

“A lot of people are joining us, but we don’t want to make noise about it. Like His Excellency always says, now is the time for governance.

“He has to ensure that the bridges, roads, and other ongoing projects across the state are completed.

“While people are talking about politics now, we want to focus more on commissioning projects so that when we are campaigning, we have concrete reasons for why we want to seek a second term.

Earlier, in his address, Dr. Ezekiel Oghenetega Okoh commended Chief Solomon Arenyeka for his outstanding leadership qualities and for his consistent support and inclusion of youths in party affairs.

He noted that such involvement has helped build trust between the party and young people in the state.

He further congratulated Chief Arenyeka on his emergence as the new PDP State Chairman, describing his appointment as well-deserved and timely, especially at a time when youth representation is key to progressive politics.

Dr. Okoh appealed to the PDP leadership to continue involving Delta State students in the party’s programs and initiatives, stressing the importance of student engagement in political and developmental discourse.

Highlights of the visit included a motion for the endorsement of His Excellency, Rt. Hon. Sheriff Oborevwori, for a second term by Comrade Samson Ikpahwore, Chairman of NANS/JCC, Delta State.

Thie motion was seconded by Comrade Joseph Oyinkare-Ebi Oweiotu-Ebi, President of NADESSTU, and was unanimously adopted by all those present.

The State Organizing Secretary of PDP, Hon. Emmanuel Egbabor; State Publicity Secretary of PDP, Hon. Chief Sunday Apah; State Assistant Secretary of PDP, Mr. Imoniwera Ejiro Etoroma; and Chief of Staff to the State Party Chairman, Mr. Chika Anwuzia, were present during the visit.

Wards Delineation: Delta Community Faces Violence as Building Set Ablaze, Several Injured

On Sunday night, Iyara Community in Warri South Local Government area of Delta State experienced an invasion by unidentified armed youths, resulting in the destruction of a building and injuries to several individuals.

According to local sources, the assailants, wielding guns, cutlasses, and other weapons, launched their attack at approximately 10:47 PM.

They fired shots into the air to intimidate residents, causing fear and chaos that led to injuries among a few members of the community.

Witnesses reported that many residents, including women and children, fled in panic as the attackers brandished their weapons to instill further fear.

It was noted that the aftermath of the assault left behind bullet-riddled walls and damaged commercial tricycles belonging to local residents.

The motivations behind the attack remain unclear; however, many speculate it may be linked to the recent wards delineation exercise announced by the Independent Electoral Commission (INEC) in the Warri South area.

A credible source indicated that the assailants had previously attacked other locations within the local government to express their grievances regarding the wards delineation following the Supreme Court’s ruling on the matter.

In response to the incident, Comrade Isaac Agbateyinro, Chairman of Warri South Local Government Area, stated that the identity of the perpetrators is still unknown.

He reported that upon learning of the incident, he swiftly mobilized security forces to the area.

“As of now, sufficient security personnel have been deployed, and they are maintaining law and order. I can assure you that peace has returned to the area,” he noted.

Chief Onoriode Okoh, a former youth leader and community stakeholder, expressed his astonishment regarding the violence, questioning what could drive such an attack that resulted in a building being burned and tricycles being damaged.

He emphasized the importance of unity among the various ethnic groups in the area, urging residents not to attach tribal sentiments to the violence.

Okoh also advised local youths to refrain from taking the law into their own hands and to allow investigations to proceed in order to identify the individuals responsible for this grievous act.

“We do not want any ethnic divisions arising from this incident. The Urhobos, Itsekiris, and Ijaws have peacefully coexisted and intermarried for many years,” he reiterated.

He further stated that if there are concerns linked to the wards delineation in Warri South, individuals should communicate their grievances directly to the Independent National Electoral Commission (INEC) rather than fostering discord among long-standing community members.

Expressing gratitude toward the security agencies for their prompt response in restoring calm, Okoh remained hopeful that a thorough investigation would be conducted, and the perpetrators brought to justice.

Regarding the wards delineation in Warri South, legal practitioner Chief Robinson Ariyo criticized the manner in which the exercise was conducted by relevant stakeholders.

“I have observed the events leading to the INEC proposal for Warri Federal Constituency set for April 4, 2025, with great concern. We believe that failing to challenge errors allows for intellectual negligence,” he stated.

Ariyo further emphasized that the proposal is fundamentally flawed due to serious violations of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), INEC guidelines, and contempt of court.

He pointed out that INEC was aware of the pending appeal regarding the issue before conducting its proposal. “We remind INEC of the court processes served to it as of April 2, 2025, related to this matter,” he concluded.

In his introduction of the monarch, the Registrar, Mr. Foley highlighted His Royal Majesty’s exemplary contributions to peacebuilding and community development in Ughievwen Kingdom and beyond.

He emphasized the monarch’s unwavering commitment to fostering unity and development in Ughievwen Kingdom.

In response to the honor, His Royal Majesty expressed his heartfelt gratitude, stating that the award is not just a personal achievement but a recognition of the collective efforts of the entire Ughievwen Kingdom.

PDP Condemns APC’s Misguided Critique on Agbor Flooding

The Delta State chapter of the Peoples Democratic Party (PDP) has condemned in strong terms the state APC’s misguided critique regarding the flooding in Agbor caused by heavy downpour.

In a statement issued by the Publicity Secretary of the PDP in Delta State, Hon. Sunday Apah, on behalf of the party, it stated that the PDP feels compelled to respond to the misguided and unfounded assertions made by the All Progressives Congress (APC) in Delta State regarding the recent flooding in Agbor.

The statement reads: “While the PDP expresses deep sympathy for those whose motorcycles, vehicles, and other valuables have been damaged or destroyed by the flood, we must reject the inaccurate portrayal of events and the irresponsible blame placed on the government, led by His Excellency, Rt. Hon. Sheriff Oborevwori, Governor of Delta State.

“It is essential to recognize that downpours and flooding are natural occurrences that can affect any region, including developed countries such as Spain, Germany, Oman, Uruguay, Argentina, United Kingdom and Dubai, which have faced severe natural disasters at various times.

“To imply that the flooding in Agbor is solely a result of government negligence is not only misleading but also a stark oversimplification of the complexities involved in managing natural disasters.

“The PDP government in Delta State has consistently taken proactive measures to mitigate the impact of flooding and enhance community resilience.

“Previous administrations laid the foundation for flood management by constructing essential storm drainages, and the current administration, led by Rt. Hon. Sheriff Oborevwori, has continued this critical work diligently.

“To disregard these efforts is to undermine the commitment and dedication shown by our leaders in addressing environmental challenges.

“In recent times, significant infrastructure projects have been initiated to further enhance flood control measures. Notable examples include the construction of monumental storm drainages at strategic locations such as Ogbeogonogo Market and Asaba Specialist Hospital.

“Ongoing projects in Owa-Alero, Osubu, Okuokoko, and Ugolo-Okpe, as well as in the Warri axis, aim to bolster the state’s capacity to manage heavy rainfall effectively.

“It is disheartening to see the APC in Delta State capitalize on a natural disaster to score political points rather than engaging in constructive dialogue about solutions and collaboration.

“Instead of fostering fear and division, our collective focus should be on working together to support affected communities and implementing long-term strategies to prevent such occurrences in the future.

“In light of this, the PDP urges all stakeholders, including the APC in Delta State, to reflect on the importance of unity in addressing climate-related challenges.

“Blaming the government for natural disasters not only misleads the public but also detracts from meaningful discourse that can lead to actionable solutions. The people of Delta State deserve better than political gamesmanship, especially in times of crisis.

Arenyeka Commends Ethiope East Leaders, Elumelu for Advancing PDP, Oborevwori’s M.O.R.E Agenda in Delta

The Chairman of the Peoples Democratic Party (PDP) in Delta State, Chief Solomon Arenyeka JP, has commended Rt. Hon. Ndudi Elumelu, former Minority Leader of the House of Representatives, and political leaders of Ethiope East Local Government Area in their efforts in promoting both the PDP and Governor Sheriff Oborevwori’s M.O.R.E Agenda through series of significant projects and substantial empowerment initiatives aimed at bolstering the electorates.

In a statement issued by the State Publicity Secretary of the PDP, Chief Sunday Apah, Arenyeka outlined the impressive impacts of Elumelu’s development strides which oversaw the commissioning of approximately 20 projects within the constituency he represented.

The projects which included essential infrastructure such as palaces, town halls, ICT centers, and roads are vital contributions to the enhancement of community resources and facilities, aligning with the M.O.R.E Agenda’s focus on sustained progress.

Arenyeka also highlighted the economic empowerment initiative which saw the party leaders in Ethiope East distributed N22 million to support numerous persons in the area.

The financial infusion is expected to facilitate small business startups and improve the livelihoods of many in Ethiope East Local Government Area.

Egware Lauds Isoko North Chairman, Ogorugba For Approving Emevor Road Rehabilitation

Dr. Nelson Egware, Senior Special Assistant to the Governor of Delta State on Media, has lauded the Chairman of Isoko North Local Government Council, Hon. (Elder) Godwin Ogorugba, for his dedication to infrastructural development, particularly the recent approval for the rehabilitation of the Police Station Road in Emevor.

During the Isoko North Executive Council meeting held yesterday, several key projects were approved, highlighting the administration’s commitment to community development.

Among the notable projects are the construction of 60 open shops at Otor-Owhe Main Market, installation of solar street lights at the Council Secretariat, financial assistance for indigenes with critical health conditions, and the immediate employment of a victim of Fulani herdsmen violence from the Uruamudhu community in Ozoro, whose fingers were severed during an attack.

Furthermore, the council approved various empowerment initiatives, including financial aid for women, provision of farming tools, and agricultural inputs to enhance productivity in the agricultural sector.

Following the Executive Meeting, Engr. Thomas Akpoedafe, Supervisor of Agriculture and Community Development, alongside Comr. Alebe Joshua, Supervisor of Environment, emphasized the importance of the approved road rehabilitation projects.

These projects include the rehabilitation of Etevie Community Road, Ogbor Lane in Ozoro, the Ozoro axis of the Owhelogbo-Ozoro Road, Uruto Community Road, Emevor Police Station Road, and three streets within Owhelogbo Grammar School.

In a statement released in Asaba on Friday, Egware described these projects as crucial to the socio-economic growth of Isoko North.

He acknowledged Hon. Ogorugba’s leadership and commitment to the well-being of the people, stating that the initiatives would enhance accessibility, boost economic activities, and improve the quality of life for residents.

The rehabilitation of the Police Station Road in Emevor, in particular, has been met with widespread appreciation from the community, as it will improve security infrastructure and ease transportation challenges in the area.

Egware reiterated his support for the council’s development agenda and encouraged continued efforts to uplift communities across Isoko North.
