The member representing Ughelli North, Ughelli South, Udu Federal Constituency in the House of Representatives, Rt. Hon. Rev’d Francis Ejiroghene Waive, has urged the people of Delta Central Senatorial District to tackle the declining rates of voter registration and electoral participation in the area.

Waive made the call on December 7th, 2025, during the well-attended Delta Central APC Stakeholders meeting held at the Petroleum Training Institute (PTI), Effurun.

In his address, Rt. Hon. Waive emphasized the urgent necessity for all eligible voters in Delta Central to embrace the ongoing voter registration exercise.

He warned that low registration and turnout undermines the district’s influence in elections and could lead to weakened representation at both state and federal levels.

Key figures and stakeholders of the All Progressives Congress (APC) from Delta Central Senatorial District, on Sunday gathered at the Petroleum Training Institute (PTI), Effurun, for a strategic meeting, where they pledged their unwavering allegiance to President Bola Tinubu and Governor Sheriff Oborevwori.

The event brought together senior government officials, party executives, leaders, and grassroots mobilizers to promote unity, discipline, and internal cohesion ahead of the 2027 general elections.

Discussions centered on strengthening the party’s organizational structure, enhancing cooperation across all levels, and preparing for what participants described as a pivotal political year.

A motion expressing total loyalty from the Delta Central APC members to President Tinubu and Governor Oborevwori was moved and seconded by Chief Andrew Oru.

The Minister of Aviation and Aerospace Development, Olorogun Festus Keyamo, SAN, praised President Tinubu’s achievements in improving national security and economic stability.

Keyamo noted, “Security is improving across various parts of Nigeria,” attributing this to the President’s renewed dedication to tackling insecurity.

He also lauded Governor Oborevwori for extensive infrastructure developments across Delta State, describing the governor’s efforts as unparalleled.

Akpeki stated, “Indiscipline, especially among certain local government and ward executives, remains a significant challenge.

“Delta State APC recognizes only one leader, His Excellency, Rt. Hon. Sheriff Oborevwori, the Governor of Delta State. Alternative loyalties are unacceptable.”

He unveiled plans to reinforce party unity, including instituting mandatory monthly senatorial meetings across the eight local government areas and creating a Delta Central APC Caucus Committee responsible for strategic planning, conflict resolution, mobilisation, and performance oversight.

“Our mission is critical, and the stakes are too high for discord. Delta Central APC must function as a united family with one structure, leadership, direction, and goal: victory in 2027,” he asserted.

Delta State First Lady Unveils Newly Built Cottage Hospital by Jaro Egbo’s Administration

Deaconess Tobore Oborevwori, First Lady of Delta State, on Tuesday, officially opened the newly completed Tobore Oborevwori Cottage Hospital in Ughelli North Local Government Area.

She described the facility as a “symbol of hope, healing, and compassion” for the local community.

The inauguration ceremony, held on December 2, 2025, marked a significant achievement in the ongoing efforts to improve healthcare services in the area, led by Local Government Chairman Olorogun Jaro Egbo. Chairman Egbo noted that the hospital is part of a broader initiative to provide accessible, affordable, and dependable medical care to residents of Ughelli North.

In a heartfelt address, the First Lady expressed sincere appreciation to the local government for naming the hospital in her honour, emphasizing that the recognition reflects appreciation for her efforts toward the wellbeing of the people of Delta State.

“It warms my heart to see my small contributions being acknowledged and valued. It feels truly special to be home,” she remarked.

She praised Chairman Egbo and his team for their dedication to overcoming challenges in providing quality healthcare services, highlighting how the project aligns with Governor Sheriff Oborevwori’s commitment to development centered on people’s needs.

Deaconess Oborevwori also commended her husband’s reforms in the state health sector, noting recent achievements such as the reduction of dialysis fees from ₦75,000 to ₦40,000, the introduction of new dialysis and CT scan machines in government hospitals, and the ongoing refurbishment of 150 Primary Healthcare Centres across the state’s 25 Local Government Areas.

“God will continue to support the governor in achieving even greater milestones. His efforts are evident,” she affirmed.

Sharing details of her humanitarian initiatives, the First Lady revealed that her You Mata Charity Foundation recently organized a free medical outreach targeting children with special needs in Ughelli. The event provided medical treatments, wheelchairs, and assistive devices.

She recalled a touching moment during the outreach when over ₦8.1 million was spontaneously raised to support a mother of triplets, describing it as “a testament to God’s blessings.”

She further pledged to extend similar outreach programs to the regions of Delta North and Delta South.

In his remarks, Hon. Jaro Egbo, Chairman of Ughelli North Local Government Council, explained that the establishment of the cottage hospital stems from his administration’s strategic plan to reinforce local healthcare infrastructure.

He called the governor “a naturally gifted leader,” noting that he was honored with a seat on the inaugural flight that launched operations at Osubi Airport.

Uloho also commended Chairman Egbo’s performance, encouraging the continuation of development efforts, and appealed to the First Lady to ensure the cottage hospital remains well-maintained, adequately funded, and fully operational.

Sen. Joel-Onowakpo Warns IOCs, Others as Senate Moves to Enforce Strict Local Content Compliance

Chairman of the Senate Committee on Local Content, Senator Joel-Onowakpo Thomas, has issued a firm warning to international oil companies (IOCs), service providers and regulators, declaring that Nigeria has entered a new era of strict, measurable and verifiable enforcement of local content laws.

Delivering his address at the 14th Annual Practical Nigerian Content (PNC) Forum in Yenagoa, Bayelsa State, the lawmaker said the days of “paper compliance” with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, the Nigeria First Policy, and Presidential Executive Order No. 5 are over.

The theme of this year’s gathering, “Securing Investments, Strengthening Local Content, and Scaling Energy Production,” he noted, could not have been more timely as Nigeria seeks to consolidate gains in local content development and reposition the energy sector for sustainable growth.

He was joined at the forum by members of his committee Vice Chairman Sen. Ede Dafinone, Sen. Abdul Ningi, Sen. Sharafadeen Abiodun Ali, and Sen. Victor Umeh, alongside top government officials, captains of industry, and international partners.

Senator Joel-Onowakpo thanked President Bola Ahmed Tinubu for providing leadership to reposition Nigeria’s economic priorities toward empowering local industries and workers, describing local content development as central to the administration’s Renewed Hope Agenda.

Expressing deep concern over what he described as a “systemic failure” in adhering to local content requirements, the senator lamented that Nigeria remains far behind in local capacity development despite decades of oil exploration and the enactment of the NOGICD Act in 2010.

“After 65 years of the discovery of crude oil in Nigeria, we are still way behind in local content development,” he said. “This forum must address this gap if we are serious about securing investments and scaling energy production.”

Joel-Onowakpo revealed that the Senate Committee on Local Content has commenced a comprehensive review of submitted local content plans, compliance frameworks, waivers, and performance reports.

He disclosed that several complaints had been received, including the recruitment of an expatriate as Director of Procurement in Chevron, a position previously held by a Nigerian.

Other complaints include Sahara Group’s refusal to remit the mandatory 1% Human Capital Development (HCD) levy, misuse of HCD funds meant for training Nigerians, and allegations that operators are sidelining qualified citizens in employment and contract awards.

He stressed that the committee would summon companies and regulators where necessary and conduct investigative hearings to address violations.

“Wherever there is negligence, we will act. And wherever the law is being ignored, we will correct it,” he stated.

The senator condemned widespread abuse of the HCD requirement, which mandates that 1–3% of every oil and gas project above $1 million be dedicated to capacity development for Nigerians.

“This is not decorative. It is how nations build engineering, fabrication, welding, geological and technology capacity,” he said. “We will not accept tokenism.”

Joel-Onowakpo also announced that the committee is working with the Nigeria Labour Congress (NLC) to expose and publicly shame companies undermining local content laws or exploiting Nigerian workers.

He reiterated the three national pillars for local content development: the NOGICD Act of 2010, Presidential Executive Order No. 5 (2018), and the Nigeria First Policy (2025).

He reminded operators that these laws were enacted to prioritise Nigerians in employment, procurement, and technology transfer, noting that Sections 28–37 of the NOGICD Act require that critical positions be Nigerianised within four years.

“The intention of the law is not ambiguous. The mandate is not optional,” he said.

To enhance transparency, the committee has opened multiple reporting channels for citizens to lodge complaints against operators or regulators.

He emphasized that the federal government cannot be blamed for unemployment when operators in the oil and gas sector deliberately bypass laws designed to protect Nigerian workers.

“Never again will jobs meant for our people be outsourced to expatriates,” he declared. “Everyone has a role, and everyone will be held accountable.”

The senator reaffirmed the committee’s commitment to providing a conducive environment for investors while ensuring uncompromised adherence to local content regulations.

In closing, Joel-Onowakpo pledged transparency, firmness, and fairness in enforcing the law.

“We will ensure that local content is not a slogan but a lived economic reality. Nigerians must benefit. Nigerian companies must benefit. Nigerian workers must benefit. This is our mandate, and we will not compromise.”

Delta North PDP Leaders Express Confidence in New Party National Chairman Tanimu’s Leadership

Leaders of the Peoples Democratic Party (PDP) in the Delta North Senatorial District of Delta State have expressed confidence in the leadership of the newly elected national chairman of the party, Turaki Kabiru Tanimu (SAN), as well as members of the new National Executive Committee.

The leaders made this known at their first official leadership meeting held in Asaba, after the National Convention. They promised to work with him and other stakeholders to ensure the party regains its dominance in Nigerian politics.

In his welcome speech, Chief Onyia acknowledged Delta North’s long-standing role in national political participation.

He encouraged members to remain committed to party processes and criticised what he described as a pattern of elected officials moving away from the party after using its platform during campaigns.

He commended delegates who attended the recent national convention in Ibadan, saying that a formal letter acknowledging the new national leadership will soon be issued.

On the subject of the State Congress, Onyia said Delta State did not conduct its congress before the national convention to avoid internal disputes.

He noted that although some individuals had publicly tendered their resignations earlier in the year, the party had not received formal notifications.

He added that the PDP National Working Committee (NWC) is scheduled to meet on Tuesday to consider interim leadership arrangements for several states, including Delta, which is expected to operate under an interim structure for three months ahead of its congress.

He reiterated the existing party zoning structure in Delta State—Chairman to Delta South, Governor to Delta Central, and Secretary to Delta North—and clarified that the South–South national chairmanship slot remains zoned to Delta State for contestation at the Zonal Congress.

Onyia called for a strengthened party organisation at the ward and LGA levels and encouraged regular meetings, broader participation, and adherence to collective decisions.

He also voiced support for the interim leadership that will oversee the state until congresses are held.

Dr. Mrs. Uduehi, who spoke through Hon. Veronica Egbolen, conveyed appreciation to grassroots members and ward structures for maintaining party activities.

She also thanked party leaders and governors involved in organising the national convention in Ibadan and extended congratulations to Chairman Tanimu and the new NWC.

Also addressing the gathering, Chief Clement Ofuani commended the conveners and highlighted the importance of administrative order in political organisation.

He noted that the PDP remains one of the long-standing parties from the 1998 registration era, with a national presence.

Ofuani emphasised inclusiveness as a key principle and encouraged members to uphold transparent and participatory processes as the party transitions into its interim phase and prepares for future congresses.

The meeting concluded with a collective commitment to further strengthen party structures across Delta North, enhance mobilisation efforts, and support the party’s ongoing organisational activities at state and national levels.

In recent times, troubling concerns about potential irregularities and inaccuracies in the delegate list have surfaced. It is crucial that every stakeholder, aspirant, and member of the Urhobo Nation feels assured about the integrity of this process. We believe that clarity is essential and that transparency is not merely an expectation—it is our constitutional right.

Oborevwori Presents N1.664 Trillion Budget for 2026

…70% Allocated to Capital Projects to Boost Infrastructure Development

Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Wednesday unveiled a ₦1.664 trillion budget proposal for the 2026 fiscal year to the Delta State House of Assembly. Demonstrating a strong focus on infrastructure and socio-economic progress, 70 percent of the budget has been dedicated to capital expenditures.

The budget presentation took place at the Assembly Complex in Asaba, in accordance with Section 121 of the 1999 Constitution (as amended).

Named the “Budget of Accelerating the MORE Agenda,” Governor Oborevwori emphasized that the budget was formulated amid a positive national economic outlook, with Nigeria’s GDP forecasted to grow by 3.9% in 2026.

He highlighted key drivers such as increased oil revenues, steady fiscal and monetary policies, tax reforms, and intensified federal efforts to address insecurity, all of which have renewed confidence in economic growth and improved living standards.

The governor stated that the 2026 budget aims to foster inclusive and sustainable growth, enhance human capital development, fast-track infrastructure projects, strengthen social cohesion, reduce debt levels, and improve resource management efficiency.

Of the total budget, ₦499 billion (30%) is earmarked for recurrent expenditures, while ₦1.165 trillion (70%) will fund capital projects—marking a 70% increase compared to the 2025 allocation.

On expected revenues, Oborevwori expressed optimism that federal allocations will significantly improve following the removal of the fuel subsidy. Statutory allocation, including mineral derivation, is projected at ₦720 billion, making up 43.28% of total revenue and reflecting a 23.75% rise from the previous year.

He also reported that enhancements in Internally Generated Revenue (IGR) collection are anticipated to bring in ₦250 billion in 2026, an 86.5% increase over 2025, driven by professionalized processes and a wider tax base.

The governor added that VAT remittances are expected to contribute ₦120 billion, benefiting from improved national VAT administration. Capital receipts have been intentionally reduced to ₦25 billion to support a no-borrowing policy, while ₦489 billion is forecasted from savings and oil revenue recoveries, illustrating the administration’s commitment to fiscal discipline and prudence.

Personnel expenses are estimated at ₦185 billion, overhead costs at ₦204 billion, and ₦110 billion allocated to social contributions, benefits, and grants, all of which reflect inflationary adjustments and dedication to employee welfare.

Oborevwori identified key focus areas for 2026 funding, allocating ₦450 billion to the Works Ministries to expedite the construction of urban highways, rural and riverine roads statewide.

Education will receive ₦105.086 billion to improve access to quality learning, while ₦50.067 billion is earmarked for healthcare infrastructure upgrades across primary health centers, general hospitals, and tertiary health facilities.

The Delta State Capital Territory Development Agency is set to receive ₦20 billion, reaffirming the governor’s commitment to tackling flooding and expanding urban infrastructure in Asaba. A similar allocation has been made to the Warri, Uvwie, and Environs Development Agency, where extensive road and flyover projects continue to transform the oil city.

In the agriculture, energy, and social protection sectors, the budget dedicates ₦10 billion to food security and agro-investment initiatives; ₦16 billion to bolster electricity supply via a new multi-grid system; and ₦20 billion to enhance social intervention programs aimed at poverty reduction.

Additionally, ₦100 billion has been reserved for direct support to all 25 local government areas, averaging ₦4 billion per council.

Regarding security, the governor reiterated his administration’s intention to deploy modern technology, including drones and advanced surveillance tools, along with providing ongoing logistical and financial support to security agencies.

As the immediate past Speaker of the House, Oborevwori commended the Assembly’s collaboration and urged legislators to expedite the review and passage of the budget to maintain the state’s developmental momentum. He reaffirmed the government’s vision of building “a prosperous, secure, and stronger Delta where no one is left behind.”

In his welcome address, the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, described the budget presentation as a crucial reaffirmation of the government’s commitment to its citizens.

He praised the governor’s leadership and highlighted key accomplishments under the MORE Agenda, such as major flyovers, expanded road networks, upgraded healthcare facilities, strengthened education systems, and empowerment programs.

Guwor also lauded the governor for approving the Consolidated Legislative Salary Structure (CONLESS) and initiating construction of permanent offices for the Assembly Service Commission.

He assured that the Assembly would conduct a prompt and thorough review of the appropriation bill, emphasizing their dedication to people-focused governance, transparency, and fair development.

The Majority Leader, Hon. Emeke Nwaobi, moved to adopt the governor’s budget presentation, a motion seconded by Hon. Marilyn Okowa-Daramola, Chairperson of the House Committee on Finance and Appropriations.

Just In: All 24 Schoolgirls Kidnapped in Kebbi Successfully Rescued

The 24 female students who were abducted from Government Girls Secondary School in Maga, located in Danko-Wasagu Local Government Area of Kebbi State, have been safely freed.

Bayo Onanuga, Special Adviser to President Bola Tinubu on Information and Strategy, confirmed the rescue in a statement released on Tuesday.

According to the statement, the President praised the security agencies for their dedication in securing the girls’ release and urged them to step up efforts to rescue other students who remain missing.

“I am relieved that all 24 girls are now safe. It is crucial that we intensify security operations in vulnerable areas to prevent further kidnappings.

My administration will offer all necessary support to make this possible,” the President said in the statement.

Earlier reports indicated that armed bandits attacked the school dormitory last Monday, abducting the students.

The incident triggered widespread condemnation and renewed demands for enhanced protection of schools, particularly in rural parts of the North-West, where banditry continues to be a serious problem.

His Royal Majesty, Dr. Matthew Ediri Egbi, Owahwa II, Okobaro of Ughievwen Kingdom, has called on the Federal Government to reassess and reinforce Nigeria’s security systems in order to combat the increasing wave of insecurity prevalent across the nation.

The monarch made this appeal during a ceremony held at his palace in Otu-Ughievwen, Ughelli South Local Government Area, where he bestowed chieftaincy titles on three distinguished sons and a daughter of the kingdom.

At the event, Owahwa II conferred the title of Arhiator of Ughievwen Kingdom on Ogbere Ameke Okpeko, the title of Esiemonoja of Ughievwen Kingdom on his wife, and the title of Uqwankah of Ughievwen Kingdom on Chief Ejiro Hope Ayomide.

The Okobaro expressed serious concern about the surge in kidnappings, killings, and various acts of banditry across the country, highlighting these as major obstacles to national growth and development.

He urged the Federal Government and security agencies to thoroughly investigate the underlying causes of these violent incidents and to equip security personnel adequately to effectively curb the escalating insecurity.

Also, the monarch encouraged residents of Ughievwen Kingdom to stay alert and promptly report any suspicious activities to the relevant security authorities.

Speaking to the newly installed titleholders, Owahwa II advised them to use their positions to promote peace, support community initiatives, and actively contribute to the kingdom’s overall progress.

In a separate interview, the Otota of Ughievwen Kingdom, Olorogun Matthew Shaire, and the Otota of Owahwa Sub-clan, Olorogun David Uhawha, emphasized that the Ughievwen chieftaincy is reserved for deserving sons and daughters of the kingdom.

They urged the new chiefs to uphold the dignity and honor associated with the title.

The newly appointed chiefs expressed their appreciation to the Okobaro of Ughievwen Kingdom, pledging to use the honor as motivation to further serve the community’s development.

The event was enlivened by a performance from the Udje dancers of Ughievwen Kingdom, adding colour and cultural vibrancy to the occasion.

Navy’s Role in Protecting Nigeria’s Maritime Resources Commendable, Says Oborevwori

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has lauded the Nigerian Navy for its essential role in securing the country’s maritime territories and safeguarding critical oil and gas infrastructure.

He described the naval force as vital to ensuring national stability and fostering economic development.

The Governor made these remarks on Monday in Asaba during a courtesy visit from the 23rd Chief of Naval Staff (CNS), Vice Admiral Idi Abbas, who was on an operational tour of naval commands across Delta State.

Welcoming Vice Admiral Abbas and his team at the Government House, Governor Oborevwori emphasized that the visit reflected the Navy’s dedication to enhancing security in the Niger Delta region, especially within Delta State, which stands as one of Nigeria’s leading oil-producing areas.

“I warmly welcome you and your delegation to Government House, Asaba. Your presence here demonstrates genuine commitment and care for our state.

“Delta is not only a top oil-producing state but also a significant contributor to the nation’s economy.

“The Nigerian Navy has played a pivotal role in maintaining maritime security and protecting our national interests,” the Governor remarked.

He also commended the Navy’s efforts in counter-piracy, peacekeeping, and its role in bolstering internal security within the state.

Governor Oborevwori further acknowledged the dedication of naval officers operating in Delta State and praised their effective collaboration with other security agencies, which he credited for maintaining peace throughout the region.

“I prioritize security highly in Delta State. Cooperation among all security agencies has enabled us to enjoy peace, which is fundamental for progress.

“Without peace, development stalls. Major contractors like Julius Berger and CCECC would find it difficult to operate without the peaceful environment we currently have,” he stated.

The Governor highlighted that this security stability has enabled his administration to pursue large-scale infrastructure projects, including key flyovers and highways such as the Ughelli-Asaba expressway, one of the longest routes in the South-South zone.

He pledged the state government’s ongoing support to strengthen protection around oil facilities and coastal communities.

“Our oil resources remain safe due to the strong collaboration among security agencies. Any disturbance in Delta would be felt nationwide. We are steadfast in safeguarding our home front, and we appreciate your dedication,” Oborevwori added.

Vice Admiral Abbas, who took office on October 30, explained that his visit aimed to evaluate the readiness of naval units under his command, identify existing challenges, and improve strategies for protecting vital oil and gas assets.

He noted that he was well acquainted with the Delta area from previous service with the Central Naval Command.

“The purpose of this visit is to stay updated on developments within our formations. Delta State houses many of the nation’s critical oil and gas infrastructures, making their protection a top priority. I am here to assess what is going well, what requires improvement, and the challenges we face,” Abbas stated.

The Naval Chief thanked Governor Oborevwori for the support extended to the Navy and other security agencies, noting that heightened stability on the state’s waterways had positively impacted oil production.

“I observed new developments at the base that were not present when I previously served here. I appreciate your support and look forward to continued collaboration to ensure smooth naval operations,” he added.

The meeting concluded with both leaders affirming their commitment to deepen cooperation toward safeguarding Delta State, the broader Niger Delta region, and Nigeria’s national economic interests.
