...Reiterates Commitment to Lasting Infrastructure Development

Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday, courageously proceeded with the groundbreaking ceremony for the ₦21.3 billion Ugbolu–Okpanam Road project in Oshimili North Local Government Area, despite heavy rain.
He hailed the occasion as a significant step in his administration’s robust infrastructure renewal efforts under the MORE Agenda.
During the ceremony held in Ugbolu, Governor Oborevwori highlighted that the 12-kilometre road project exemplifies his administration’s dedication to creating durable and sustainable infrastructure that fosters economic growth and enhances the quality of life for the people of Delta.
He stated, “The groundbreaking today signifies a critical achievement in advancing this administration’s MORE Agenda. Our infrastructure strategy, as defined within this agenda, focuses on the judicious allocation of resources to ensure the delivery of reliable, high-quality, and long-lasting road networks throughout Delta State.”
The Governor pointed out that the Ugbolu–Okpanam Road project aligns with Goals 9 and 11 of the United Nations Sustainable Development Goals (SDGs), which emphasize resilient infrastructure, inclusive industrialization, and sustainable urban development.
He emphasized that efficient road networks are essential for development, facilitating trade, improving access to markets, and opening up investment opportunities while generating employment and alleviating poverty.
Oborevwori explained that the new road will improve connectivity between the Ugbolu and Okpanam communities, link Ibusa to Akwukwu-Igbo via the newly completed Ibusa–Okpanam Road, and alleviate traffic congestion in Asaba.
Additionally, he noted that the project would enhance agricultural productivity, reduce crime along the route, and bolster socio-economic activities within Oshimili North.
According to the Governor, the project, valued at ₦21,311,311,898.20, has already received a 40% advance payment of ₦8,524,524,759.28.
He reported that the contractor has been mobilized, stating that the road will feature an 8.0-metre-wide asphalt surface, 1.5-metre hard shoulders on each side, and over 27,000 metres of reinforced concrete drains with stormwater channels.
Oborevwori affirmed that his administration would not entertain contract adjustments or cost increases, assuring that certified payments would be processed and issued within five working days.
“Currently, my administration has no outstanding debts to any contractors, whether for inherited or newly awarded projects. We have maintained our commitment to timely payments, certifying and processing payments within five days to foster the swift completion of projects,” he declared.
He urged the contractor, Levant Construction Company, to uphold its reputation for excellence and adhere to the project timeline.
“Given their proven success, I am confident they will deliver as promised. By the grace of God, we will gather again to inaugurate this vital road for the glory of God and the welfare of our people,” the Governor concluded.
The Chairman of Oshimili North Local Government, Hon. Innocent Esewezie, expressed profound gratitude to Governor Oborevwori for his unwavering dedication to infrastructure development.
He noted that the ceremony had been postponed from its original date of October 7 due to weather conditions and commended the Governor for fulfilling his promise to attend the groundbreaking.
Esewezie remarked that the Ugbolu–Okpanam Road symbolizes more than mere construction, referring to it as “a testament to the transformative goals of the MORE Agenda.”
He added that the local government is fully aligned with the Governor’s policies through localized development initiatives in areas such as road construction, market development, youth empowerment, and education.
“Our faith in your administration remains unshakeable. The citizens of Oshimili North take pride in being part of the benefits arising from your developmental initiatives,” he noted.
In his remarks, the Ugoani of Okpanam Kingdom, HRM Dr. Michael Mbanefo, praised the Governor for his progressive leadership and commitment to community advancement.
He characterized the project as “a symbol of unity, connectivity, and growth” and affirmed the kingdom’s ongoing support for the Oborevwori administration.
Engr. Elie Tannous, Managing Director of Levant Construction Company, expressed gratitude to the Governor for entrusting the project to his firm, assuring that it would be completed on schedule and to the highest quality standards.
The groundbreaking ceremony was attended by various dignitaries, including the State Deputy Governor, Sir Monday Onyeme, Deputy National Chairman (South) of APC, Chief Emma Eneukwu, State Chairman of the APC, Elder Omeni Sobotie, as well as other top government officials, traditional leaders, community representatives, and attendees from the contracting firm, marking another significant advancement in Delta State’s infrastructure development efforts.
